One study of training programs on hazardous waste operations and emergency response for chemical workers found that the multiple-choice test given at the end of the course did not indicate that those trained had actually mastered the relevant material. Perhaps the best know training methodology is Kirkpatrick's Four Level Evaluation Model. It discusses Kirkpatrick's Model for Summative Evaluation which has four levels. In a series of articles published in 1959, he prescribed a four-stage model for evaluating training programs, but it was not until 1994, that he published "Evaluating Training Programs: The Four Levels".
